Venice Pumping Plant Dual Force Main Sewer


PROJECT DESCRIPTION
Construct a new 54-inch diameter force main sewer that will cross Grand Canal from the Venice Pumping Plant (VPP) at 140 Hurricane Street easterly to Marquesas Way, then southerly along Via Marina crossing the Marina Del Rey and Ballona Creek Channels to an existing Coastal Interceptor Sewer junction structure on Vista Del Mar near Waterview Street. The new force main will operate as a parallel system in conjunction with the existing 48-inch force main, which runs along the beach, to meet current peak wet weather flows, and to add operational flexibility & reliability. Construction is tentatively set for August 2010.


PROPOSED CONSTRUCTION METHOD
The primary construction method will be microtunneling. The southern-most 1300 feet will require trenching. Microtunneling between pits spaced 800 to 1000 feet apart reduces the extent of impact. Through traffic will be maintained at all times, with minimal detours.

PROPOSE
A New Force Main Is Needed Because:

  • During severe wet weather, peak flows to VPP have exceeded the capacity of the only existing force main that carries wastewater away from the plant. Without more capacity to carry wastewater away from the plant there is a risk of spilling onto city streets and surface waters.
  • Currently, all of the wastewater from VPP is carried in one 50-year-old sewer. Since it is in constant use, that sewer cannot be shut down for inspection or maintenance.
  • Redundancy is needed to protect against spillage in the event that one of the sewers fails.

PROJECT STATUS
The City Council certified the EIR on January 12, 2010, thereby approving the recommended alignment route on Via Marina-north of the Marina entrance Channel-and on Pacific Ave and Vista del Mar- south of Ballona Creek. Los Angeles County subsequently filed a lawsuit against the City, challenging the EIR and the selection of the proposed route for this pipe. On 7/27/2011, the LA County Superior Court issued a ruling on the case, upholding the certification of the EIR. However, on two other causes of action; namely violation of the Public Utilities Code and Declaratory Relief, the court ruled against the City, effectively preventing the City from proceeding with the construction of the project at this time. The City has appealed the court ruling and the case will go before the Appellate Court in October 2012.

A critical part of the Venice Dual Force Main project includes the replacement of the aging pump discharge manifold for the Venice Pumping Plant, located outside of the Plant beneath Hurricane Street. Due to the urgency for completing this part of the project, the City has created a separate project to address the manifold replacement. This project will start construction in April 2012 and will take 18 months to complete.
