Century Boulevard Extension Project (Jordan Downs)

The City of Los Angeles (City) and California Department of Transportation (Caltrans) have completed an Environmental Assessment (EA) for the Century Boulevard Extension Project, pursuant to the National Environmental Policy Act. The proposed project would extend Century Boulevard approximately 2,600 feet (approximately 0.5 mile) through the Jordan Downs Urban Village Specific Plan (JDUV Specific Plan) area between Grape Street and Alameda Street in the City of Los Angeles. The proposed Century Boulevard extension is a major component of the JDUV Specific Plan, which would create a mixed-use, economically-diverse transit- oriented development for an under-served population. The extension of Century Boulevard would serve as the main thoroughfare within the Specific Plan area. Project-level conformity analysis shows that the project will conform to the State Implementation Plan, including localized impact analysis with interagency consultation for carbon monoxide (CO) and particulate matter (PM10 and PM2.5) required by 40 CFR 93.116 and 93.123. This project is not considered a Project of Concern regarding particulate matter (PM10 and PM2.5) as defined in 40 CFR 93.123(b)(1). A detailed PM10 and PM2.5 hot-spot analysis was not completed because Clean Air Act and 40 CFR 93.116 requirements are met without an explicit hot-spot analysis. The project comes from a conforming Regional Transportation Plan (RTP) and Transportation Improvement Program (TIP). Comment is requested regarding the project-level conformity analysis. The EA is available for your review at the following locations: Los Angeles Bureau of Engineering website(Projects); Caltrans website (http://www.dot.ca.gov/d7/env-docs/); Alma Reaves Woods – Watts Branch Library at 10205 Compton Ave., Los Angeles; City of Los Angeles Bureau of Engineering at 1149 S. The EA will be under public review for 30 days. Please submit any comments on the EA via postal mail by December 30, 2015 to: Mine Struhl, Branch Chief, Caltrans District 7, Division of Environmental Planning, 100 South Main Street, MS 16A, Los Angeles, CA 90012-3712.

A public hearing on the EA will be held on Thursday, December 17, 2015, from 6:00 pm to 8:30 pm, at the Jordan Downs Gymnasium, 9900 Grape St., Los Angeles, CA 90002. City and Caltrans representatives will be available at the public hearing to discuss project details and answer questions.
