Glendale Boulevard-Hyperion Avenue Complex of Bridges Improvement

The City of Los Angeles (City) and California Department of Transportation (Caltrans) have completed an Initial Study/ Environmental Assessment (IS/EA) for the Glendale Boulevard-Hyperion Avenue Complex of Bridges Improvement Project, pursuant to the California Environmental Quality Act and National Environmental Policy Act.

The proposed project is located on Glendale Boulevard and Hyperion Avenue southeast of Glenfeliz Boulevard in the community of Atwater Village and northwest of Ettrick Street in the community of Silver Lake. The project would improve geometrical design, increase seismic strength, and improve pedestrian, bicycle and motor vehicle travel associated with the viaduct complex. In addition to seismic strengthening, major project features include: widening of the Glendale Boulevard bridges by eight feet each, realigning the I-5 northbound off-ramp to allow left turns onto southbound Glendale Boulevard, adding bicycle lanes to the Hyperion Avenue viaduct roadway, creating a wider sidewalk on the northwest side of Hyperion Avenue, and eliminating the southeastern sidewalk. The proposed project would also reconstruct the existing deteriorated railings to look similar to the originals and construct an alternate pedestrian crossing over the Los Angeles River. The proposed work will have an effect on historic properties eligible for the National Register of Historic Places. The City and Caltrans have evaluated whether adequate mitigation measures can be incorporated into the project plans.

The Board of Public Works considered the Final IS/MND for the proposed project on Friday, May 15, 2015 at 10:00 a.m. The notice of this hearing can be viewed below. The hearing was held at City Hall, 200 North Spring Street, Room 350, Los Angeles, CA 90012. The board agenda was available before the hearing at: https://boe.lacity.org/dpw/ebreports/.

The Public Works and Gang Reduction Council Committee considered the Final IS/MND for the proposed project at a hearing on June 3, 2015. On June 9, 2015, the City Council adopted the MND and approved the project. Please refer to Council File No. 05-0173.
