Hyperion Treatment Plant (HTP) Digester Gas Utilization Project

The City of Los Angeles, Department of Public Works, Bureau of Sanitation (BOS) is the Lead Agency under the California Environmental Quality Act (CEQA) and will prepare an Environmental Impact Report (EIR) for the proposed Hyperion Treatment Plant (HTP) Digester Gas Utilization project. HTP is a City-owned and operated wastewater treatment facility, located at 12000 Vista del Mar within Playa del Rey. Currently, digester gas (digas) produced at HTP is treated and then piped to Scattergood Generating Station. The interagency agreement for the supply of digas to the Scattergood will end on January 31, 2015. Therefore, the City is considering internal modifications to HTP to beneficially use the digas in a digas/natural gas-fueled combined cycle cogeneration facility to be located within the boundaries of HTP. This would allow HTP to operate independent of the electrical grid and would provide steam needed for wastewater treatment.
