Van Nuys Fire Station No. 39 (E170094B)

Council District 6. The proposed project would be located at 14615 Oxnard Street within the Van Nuys-North Sherman Oaks Community Plan Area. The City of Los Angeles (City) is proposing to construct a replacement fire station on two vacant lots located on the corner of Oxnard Street and Vesper Avenue in Van Nuys. The existing Los Angeles City Fire Station No. 39, located at 14415 Sylvan Street (approximately 0.5 mile northeast), cannot house the additional resources needed to meet present and future demands for fire protection services. The proposed project will use accrued interest and savings from Proposition F, approved by voters on November 7, 2000. The replacement fire station will include an approximate 18,533-square-foot facility and other associated improvements. Disposition of the existing Fire Station No. 39 at 14415 Sylvan Street has not been determined at this time. Until such a determination is made, the Department of General Services would maintain the buildings.

RE-CIRCULATION OF (MITIGATED) NEGATIVE DECLARATION

The City prepared an Initial Study/Negative Declaration (NG-13-144-BE) in compliance with the requirements of the California Environmental Quality Act (CEQA) to assess the potential environmental impacts of this project. Public Review for this document was from May 23, 2013 to June 12, 2013. Under CEQA, the City identified no significant impacts. Following public comment, mitigation measures for noise and contaminated soils impacts were considered. The project description remains the same; however, section 5.0 "Mitigation Measures" of the previously circulated document was edited to reflect the new changes.

The project, its Mitigated Negative Declaration, and the Mitigation Monitoring Program were considered and approved by City Council on June 25, 2014. A notice of determination was filed with the Los Angeles County Clerk on June 26, 2014.

ENVIRONMENTAL IMPACT REPORT (EIR)

On March 19, 2015, the City issued a Notice of Preparation (NP-15- 002-BE) stating that an Environmental Impact Report (EIR) would be prepared and requesting input from responsible agencies, trustee agencies, stakeholders, and other interested parties on the scope and content of the environmental information relevant to the statutory responsibilities of responsible and trustee agencies and to the concerns of interested organizations and persons. A scoping meeting was held on April 9, 2015, to provide an opportunity for interested parties to provide input. Using the information obtained through this public process, the City - prepared a Draft EIR to analyze the environmental impacts of the proposed project and alternatives. The City has issued a Notice of Availability and published the Draft EIR (EIR 16-004- BE; SCH# 2015031067); both of these may be viewed through the links below. The City -requested input from responsible agencies, trustees, and other interested parties on the Draft EIR.

The Draft EIR -was made available for public review for a 45-day period which -began on March 24, 2016, and closed on May 9, 2016. Public comments on the Draft EIR were received during this period. The Draft EIR and all documents referenced in the Draft EIR were available for viewing at the following locations:

During the public review period, a public meeting was- held to provide an opportunity for interested parties to comment on the Draft EIR. The public meeting was held at 6:00 p.m. on Thursday, April 14, 2016, at the Van Nuys Branch of the Los Angeles Public Library, 6250 Sylmar St., Van Nuys, CA 91401.

Following the close of the review period, the City prepared responses to comments and compiled these comments and responses into a Final EIR. All responses to comments submitted on the EIR by public agencies will be provided to those agencies at least 10 days prior to final action on the project.

At their meeting on Monday, June 20, 2016, the Board of Public Works adopted the recommendations made in the Board Report for this matter and forwarded the matter to the City Council for its consideration.

The matter was heard by the Public Works and Gang Reduction Committee of the City Council on Monday, June 27, 2016. On July 1, 2016, the City Council certified the EIR and approved the project. A Notice of Determination has been filed with the County Clerk.
