Venice Auxiliary Pumping Plant Project

The City is proposing to construct an auxiliary pumping plant next to the existing Venice Pumping Plant (VPP) located at 140 Hurricane Street in the community of Venice, CA. The proposed Venice Auxiliary Pumping Plant (VAPP) Project would provide additional reliability and supplement pumping capacity of the existing VPP for a combined ultimate peak flow capacity of 87 million gallons per day (mgd), reflecting wet weather flows of a 10-year storm event. Major project components of the proposed Project would include:

  • One electrical building approximately 32-feet in height
  • Three pumps constructed below ground level
  • Utility connections, transformers and generators
  • A 17-feet x 17-feet submerged diversion structure, the top of which will be below the lowest elevation of the Grand Canal
  • A 66-inch sewer line to connect VAPP to the new diversion structure
  • Landscaping, green open space and parking at 128 Hurricane St

Vacation of Hurricane Street east of Canal Court to the Esplanade along the Grand Canal is no longer part of the Proposed Project.

Approval of the Final EIR was considered by the City's Board of Public Works on June 30, 2017 and then was referred to the City Council for its consideration.  The matter was heard by the Energy, Climate Change, and Environmental Justice Committee of the City Council on August 1, 2017. Coastal Development Permit Hearing

On December 4, 2017 the Department of City Planning and the Department of Public Works, Bureau of Engineering held a joint hearing on the Coastal Development Permit relative to the VAPP. Testimony was taken from the public and a final determination will be made by the Department of City Planning.

Adoption and Certification of the VAPP Environmental Impact Report (EIR) by the Los Angeles City Council. [Council File No. 17-0775]

On August 8, 2017, The Los Angeles City Council adopted and certified the Final EIR, Draft EIR, Findings and Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program relative to the VAPP Project (State Clearinghouse [SCH] No. 2015111038).   

Energy, Climate Change and Environmental Justice Committee of the Los Angeles City Council

On August 1, 2017, the Energy, Climate Change and Environmental Justice Committee of the Los Angeles City Council approved the Final EIR, Draft EIR, Findings and Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program relative to the VAPP Project (SCH No. 2015111038).  The Committee submitted the Project to City Council for their consideration.

FINAL EIR

The City of Los Angeles (City) prepared the Final EIR for the Venice Auxiliary Pumping Plan (VAPP). Approval of the FEIR will be considered by the Board of Public Works and then presented to the City Council for certification and project approval. The Board of Public Works will consider this item on Friday, June 30, 2017, at 10:00 a.m. at City Hall, 200 North Spring Street, Room 350, Los Angeles, CA 90012. If recommended, the City Council would then consider the certification of the FEIR and project approval.

Scoping Process

The City released a Notice of Preparation (NOP) and Initial Study (IS) for the Proposed Project on November 12, 2015. Comments on the NOP/IS were accepted through Friday, December 18, 2015. Scoping meetings to discuss potential environmental impacts were held on Thursday, December 3, 2015 at 6:00 p.m. at the Venice Foursquare Church, 1400 Riviera Ave., Venice, CA 90291 and on Tuesday, Dec. 8, 2015, at 6:00 p.m. at the Abbot Kinney Memorial Library, 501 S. Venice Blvd., Venice CA 90291.

Draft EIR

The Draft EIR is now available for review. Comments are due on December 15, 2016. The Draft EIR is available for viewing at the following locations:

Draft EIR Public Meeting

A public meeting to receive comments on the Draft EIR will be held on Thursday, November 17, 2016 at 6:00 p.m. at the Venice Foursquare Church, 1400 Riviera Avenue, Venice, CA 90291.

Following the close of the Draft EIR review period, the City shall prepare responses to comments and compile these comments and responses into a Final EIR. All responses to comments submitted on the EIR by public agencies shall be provided to those agencies at least 10 days prior to final action on the Proposed Project.
