Baldwin Hills Communication Site Improvement Project (Archived)

The proposed Baldwin Hills Communication Site Improvement Project at the existing communications facility within the Kenneth Hahn State Recreation Area in the Baldwin Hills community of the City of Los Angeles will include the following:

  1. Demolition and removal of two existing 30 feet x 60 feet communications shelters;
  2. Construction of a new, approximately 30 feet x 60 feet communications shelter (of cinder block construction) on a concrete slab foundation, including rooms housing communications equipment, back-up battery systems and generators;
  3. Excavation of an approximately 10 feet deep by 25 feet wide by 13 feet long underground room to house a 3,000-gallon diesel fuel tank; and
  4. Installation of two 200 KW diesel-powered backup generators.

Based on an Initial Study, the City Council adopted a Mitigated Negative Declaration on October 31, 2012 and a Notice of Determination was filed with the Los Angeles County Clerk (CF 12-1511).

In accordance with the National Environmental Policy Act (NEPA), codified at 42 U.S.C 4321 et seq., a Draft Environmental Assessment was prepared and made available for public comment. The project is subject to NEPA review because it is being funded, with Federal funding available from the U.S. Department of Justice, Office of Justice programs, Bureau of Justice Assistance. The Bureau of Justice Assistance adopted a Finding of No Significant Impact on September 7, 2012.
