Broadway-Manchester Active Transportation (ATP) Equity Project

The City of Los Angeles proposes improvements along a 2.8-mile stretch of South Broadway and Manchester Avenue, which would be implemented by the Bureau of Streets Services (StreetsLA). The project would extend along South Broadway from Manchester Avenue to Imperial Highway and along Manchester Avenue from Vermont Avenue to South Broadway. The proposed improvements would be constructed in four phases and would include protected cycle tracks, curb extensions, signal modifications, new pedestrian hybrid beacon signals, sidewalk improvements, widened medians, median parks, tree planting, landscaping, new pedestrian lighting, and new stormwater infrastructure. The project would require excavation to a maximum depth of 25 feet. Several lighting poles and fire hydrants would be relocated along the corridor. The project would require the removal of vegetation and trees; however, the project would also include the addition of new trees and landscaping elements in the project area. Permanent right-of-way (ROW) acquisition is not anticipated to be required. All staging areas would be located in existing ROW. Project construction is anticipated to last approximately 24 months. Full road closures would not be required for the project; however, partial lane closures would be required.

The Department of Public Works, StreetsLA in cooperation with the Bureau of Engineering prepared an Initial Study and Mitigated Negative Declaration (IS/MND) pursuant to the California Environmental Quality Act (CEQA).  The proposed draft IS/MND was available for review and public comment for a thirty (30) day review period, beginning on October 5, 2023, and ending on November 3, 2023. 

The purpose of this comment period is to provide public agencies and the general public an opportunity to review the IS/MND and comment on the adequacy of the analysis and the findings of the lead agency regarding potential environmental impacts of the proposed Project. If a reviewer believes there is substantial evidence that the project may have a significant effect on the environment, the reviewer should (1) identify the specific effect, (2) explain why it is believed the effect would occur, and (3) explain why it is believed the effect would be significant. Facts or expert opinion supported by facts should be provided as the basis of such comments.

The public comment period which started on October 5, 2023, closed on November 3, 2023. Hard copies of the Draft IS/MND were made available as follows:
