PROJECT TITLE: Bridge Housing at 100 E. Sunset Avenue

PROJECT DESCRIPTION/LOCATION: The existing bridge housing facility at 100 E. Sunset Avenue is operating under a Coastal Development Permit (CDP) de minimis waiver from the Coastal Commission at least through October 29, 2023. CDP Application No. 23-04, under review by the City Engineer, proposes that the facility would continue operating and cease operations no later than December 31, 2024, and site improvements would be removed within a reasonable timeframe after the cease of operations. The facility will continue to operate as it has, with a third-party service provider, during the extension and it is anticipated that a lease or similar operating and/or funding agreement may be executed. The purpose of the Project is to extend the housing and case management services provided to approximately 154 individuals experiencing homelessness to help them bridge their transition from living on the streets to finding services and, ultimately, living in transitional and/or permanent housing.

PUBLIC COMMENT: The public comment period for this CDP closed at 4:00 PM on July 31, 2023.

NOTICE OF DECISION: On October 26, 2023, the Bureau of Engineering issued the Notice of Decision approving local CDP No. 23-04 and starting the 10-day appeal period. BOE also released the Final Staff Report. See the Notice of Decision and Final Staff Report below.

NOTICE OF PERMIT ISSUANCE: The appeal period ended on November 6, 2023. No appeals were received on the permit decision. The CDP was issued along with a Notice of Permit Issuance on November 9, 2023, to the applicant and a copy will be sent to the California Coastal Commission, South Coast District Office. Filing a Notice of Permit Issuance with the Coastal Commission starts a 20-working day period during which an appeal may be made to or by the Commission. The proposed development is within the single permit jurisdiction area of the California Coastal zone. No additional coastal development permit is needed from the California Coastal Commission.

On November 9, 2023, the City Engineer determined the Project was exempt under the California Environmental Quality Act (CEQA) and issued Local CDP No. 23-04.
