PROJECT TITLE

Coastal Development Permit (CDP) Application No. 23-01 Verizon Wireless (Verizon) Palisades MC B2 and CDP Application No. 23-02 for the Palisades MC B5 Project.

PROJECT DESCRIPTION/LOCATION

The Palisades MC B2 and Palisades MC B5 consist of installation and operation of antennas and equipment for Verizon Wireless. See the following description for each Project site.

Palisades MC B2 – Modification to Existing Wireless Telecommunications Site 

  • Location: Palisades MC B2 is located in the public right of way adjacent to 501-565 Palisades Drive in the City of Los Angeles (the City) Brentwood-Pacific Palisades community.
  • Verizon has applied for a local coastal development permit for the following scope of work:
  1. Replace existing 40-foot (34’-11” above ground level [AGL]) wood utility pole with a new 55-foot (47’-6” AGL) wood utility pole. The installation of the new wood utility pole occurred in 2020. The site currently contains the 40-foot wood utility pole and the new 55-foot wood utility pole. The Verizon equipment on the 40-foot pole will be removed and new equipment, listed in items 2 through 5 below, will be placed on the 55-foot pole.
  2. Place six-foot extension arms with two (2) new 55.6” panel antennas.
  3. Place (1) radio unit with two (2) PSUs & diplexers inside one (1) radio shroud.
  4. Place (1) radio unit with two (2) PSUs & diplexers inside one (1) radio shroud.
  5. Place one (1) LADWP Meter, one (1) disconnect switch, radio prism, fiber distribution box on two (2) new equipment channels.

Palisades MC B5 – Modification to Existing Wireless Telecommunications Site 

  • Location: Palisades MC B5 public right-of-way adjacent to 16180 Sunset Boulevard in the City’s Brentwood-Pacific Palisades community.
  • Verizon has applied for a local coastal development permit for the following scope of work:
  1. Replace an existing 55-foot (47'-8" above ground level [AGL]) wood utility pole with a new 65-foot (56'-6" AGL) wood utility pole in same hole set.
  2. Place new six-foot double antenna extension arms with two (2) new panel antennas.
  3. Place one (1) new radio unit (upper) inside new radio shroud with (2) new power supply units (PSU) and new Diplexers, one (1) new radio unit (lower) inside new radio shroud with (2) new PSUs and new diplexers on equipment backplate (stacked), (e) flexwave prism, one (1) new disconnect switch, new Los Angeles Department of Water and Power (LADWP) meter and one (1) new fiber distribution box onto two (2) new aluminum equipment channels.

PUBLIC HEARING

On May 12, 2023, the Bureau of Engineering held a public hearing for CDP Application Nos. 23-01 and 23-02, jointly. On June 14, 2023, the Bureau of Engineering held another public hearing for the CDP No. 23-01.

LOCAL COASTAL DEVELOPMENT PERMITS

CDP Application No. 23-01 (Palisades MC B2)

On October 26, 2023, the Bureau of Engineering issued the Notice of Decision approving local CDP No. 23-01 and starting the 10-day appeal period. BOE also released the Final Staff Report. See the Notice of Decision and Final Staff Report below.

The period to appeal this decision closed at 4:00 p.m. on November 6, 2023. 

Board of Public Works Hearing - CDP No. 23-01

Consideration of Appeals of the City Engineer’s Approval of Local Coastal Development Permit No. 23-01 for the Palisades MB B2 Project

Appeals had been filed regarding Local Coastal Development Permit No. 23-01. A hearing before the Board of Public Works (BPW) was held on February 21, 2024. On February 21, 2024, the Board of Public Works denied the appeals and approved the issuance of the local Coastal Development Permit.

Notice of permit issuance will be transmitted via mail to the applicant and a copy will be sent to the California Coastal Commission, South Coast Area Office. Filing a Notice of Permit Issuance or Denial with the Coastal Commission starts a 20-working day period during which an appeal may be made to or by the Commission. The proposed development is within the single permit jurisdiction area of the California Coastal zone. No additional coastal development permit is needed from the California Coastal Commission.

CDP Application No. 23-02 (Palisades MC B5)

On October 26, 2023, the Bureau of Engineering issued the Notice of Decision approving local CDP No. 23-02 and starting the 10-day appeal period. BOE also released the Final Staff Report. See the Notice of Decision and Final Staff Report below.

The appeal period ended on November 6, 2023. No appeals were received on the permit decision. The CDP was issued along with a Notice of Permit Issuance on November 9, 2023, to the applicant and a copy will be sent to the California Coastal Commission, South Coast District Office. Filing a Notice of Permit Issuance with the Coastal Commission starts a 20-working day period during which an appeal may be made to or by the Commission. The proposed development is within the single permit jurisdiction area of the California Coastal zone. No additional coastal development permit is needed from the California Coastal Commission.
