Notice of Determination

August 2023 Update:

The Silver Lake Reservoir Complex Master Plan Project Environmental Impact Report was certified and the Project was approved by the full City Council on August 23, 2023, along with adoption of the Findings and Statement of Overriding Considerations and Mitigation Monitoring Program. A Notice of Determination was prepared pursuant to the California Environmental Quality Act (CEQA) to notify the public of these actions.

AUGUST 2023 UPDATE - Energy and Environment Committee Meeting

The Silver Lake Reservoir Complex Master Plan Project Final EIR was considered by the Energy and Environment Committee at a special committee meeting on Friday, August 4, 2023 at 2:00 PM. The audio for Committee meetings was broadcast live on the internet at https://clerk.lacity.gov/calendar. The live audio can also be accessed at: (213) 621-CITY (Metro), (818) 904-9450 (Valley), (310) 471-CITY (Westside) and (310) 547-CITY (San Pedro Area). If the live audio is unavailable via one of these channels, members of the public are encouraged to use one of the other channels. The Committee will take public comment from members of the public in-person only; there will be no public comment by teleconference.

The Silver Lake Reservoir Complex Master Plan Project Final EIR will be considered by the full City Council at a future meeting that has yet to be scheduled. JULY 2023 UPDATE – FINAL ENVIRONMENTAL IMPACT REPORT

The City of Los Angeles (City) Public Works Department, Bureau of Engineering (BOE) has prepared a
Final EIR for the proposed Silver Lake Reservoir Complex Master Plan Project consistent with the
California Environmental Quality Act (CEQA).

The City of Los Angeles (City), Bureau of Engineering (BOE) has started the environmental review process for the proposed Silver Lake Reservoir Complex Master Plan Project (proposed Project). The proposed Project would redesign 116 acres of the 127-acre Silver Lake Reservoir Complex with community park amenities. The proposed Project would consist of a series of spaces (park zones) stitched together by a 2.5-mile, tree-lined promenade.

The City has determined that an Environmental Impact Report (EIR) is required. The anticipated timeline for the EIR process is outlined below. Check back for updates as the EIR progresses.

Draft Environmental Impact Report

Notice of Availability and Public Comment Period

A Draft Environmental Impact Report (EIR) and Notice of Availability (NOA) has been prepared to notify agencies and interested parties that the City of Los Angeles (City), as the Lead Agency, through the Department of Public Works, Bureau of Engineering has prepared a Draft EIR pursuant to the California Environmental Quality Act (CEQA) which evaluates the potential environmental effects of the Silver Lake Reservoir Complex Master Plan Project (SCH# 2022010055).

Public Review and Comment Period: The Draft EIR public review and comment period began October 6, 2022 and was extended through December 16, 2022. All comments on the Draft EIR were due no later than 5:00 p.m. on Friday, December 16, 2022. The comment period is closed.

A virtual Public Comment Meeting was held on October 26, 2022, to review the environmental process, the Project, the Draft EIR and to provide an opportunity for stakeholders and the community to provide verbal comments on the Draft EIR.

Notice of Preparation and Public Scoping Period

A Notice of Preparation (NOP) was prepared to notify agencies and interested parties that the City of Los Angeles (City), as the Lead Agency, through the Department of Public Works, Bureau of Engineering will prepare an Environmental Impact Report (EIR) pursuant to the California Environmental Quality Act (CEQA) for the proposed Silver Lake Reservoir Complex Master Plan Project.

A virtual Public Scoping Meeting was held January 19, 2022 from 6:00pm to 7:30pm to review the environmental process, the Project, and to provide an opportunity for stakeholder and community input on the scope and content of the Draft EIR.

Public Review and Comment Period:  The City solicited comments from responsible and trustee agencies as well as interested parties as to the scope and content of the environmental information to be included in the EIR. In accordance with time limits mandated by CEQA, the NOP was  circulated for a 30-day public scoping period. All comments to the NOP were due no later than 5:00 p.m. on February 7, 2022
